We can grow a character so sneaky that even indoors we can become a menace with a silenced weapon, and that is necessary because we'll want to enter Fallout 4's many buildings. Everything else is optional and a bonus to your character in order to suit your playstyle. So we want to be sneaky (Agility) and be able to shoot from afar to remain unseen (Perception).
